No, he's saying that modern drives silently and invisibly remap failing 
sectors from hidden spares before the OS gets to see anything wrong. If 
you're seeing bad sectors, it means the drive has run out of spares and 
thus has been generating errors for a lot longer than you were aware. 
By the time the OS gets involved in remapping bad blocks, the drive is 
already at the end of its service life.  --Don
