[XCSSA] Video editing programs for windows?

I have a friend that is looking to do some very basic video editing in a
(ugh) windows environment.  Video editing software is unfortunately not a
field that I am well versed in.  What would some of you suggest other than
Abobe Premier?

So far what I have found is http://avidemux.sourceforge.net/  &
