I'd suggest a linux livecd/dvd with appropriate video editing hardware
w/ windows emulation added in. Bruce Dubbs 'Linux From Scratch 6.3'
(http://www.linuxfromscratch.org/lfs/view/6.3/), teaches the steps
necessary to build a basic Linux-based operating system. Prob. not
what your friend would be interested in though.
http://www.linux.com/articles/60837 (March 2007) discusses some
suggestions ($$ && FOSS)
On a quicker note, one of the live CD/DVD distros noted below will
save some $$ for the basic hardware required to do the video editing.
(insert, reboot, ready to go).
---------------------------------------------------------------------------------
Software:
Cinelerra (http://heroinewarrior.com/cinelerra.php3)
Kino/dvgrab (http://kino.schirmacher.de/)
LiVES (http://lives.sourceforge.net/index.php?do=downloads)
http://avidemux.sourceforge.net/ works well with MythTV feeds.
Distro:
http://www.chainsawlinux.com/ DVD is $15.00
http://www.dynebolic.org/ Free!
* Fedora Core and Ubuntu also have "live" cd/dvd's distros that
contain/make use of the above software
