Actually the Nation ID card system called "Real-ID"  was a piece of TSA 
legislation snuck through with the Tsunami relief bill back in 2005.

It is charted to begin in May of 2008 (yes.. in two months).

It was slated to go live in May of 2008, but parts have now been pushed back

in a nutshell... using federal ID regulations for State DLs, and tying all the 
state DMV databases together, with eventual implementation of RFID (in the 
cards... for now ;).
