[XCSSA] Trying to understand a syslog facility detail

I'm sure this is an OLD concept in *nix, but I have only recently dug into it. I
was looking for the boot log, which I've usually found in /var/log/boot.log.
However, in this particular distro (Open Cluster Stack), it's in /var/log/local7
according to /etc/syslog.conf.
I vaguely understand the idea of syslog facilities and it seems many of the
levels are compiled into the application (according to what I read). To be sure
I have that detail correct, can someone run this by me?
1. Is it correct that the default facility for boot messages is local7?
2. How is that changed? In other words, where is that facility configured? I'm
used to config files noting that kind of stuff, but this seems to be "hard
wired" into the source code instead of a config file.
3. I do understand that /etc/syslog.conf gives the location that logs are noted.
The facility level/priority are "filtered" through syslog.conf, which in turn
tells where to send the resulting data (log file, email, etc.). Aye, this is
less of a question than a statement, but feel free to expand on this.
